New Mandatory Registration for Immigrants in the U.S.


The Department of Homeland Security (DHS) has announced a new rule requiring certain immigrants to register and provide their fingerprints. This rule will go into effect in April 2025.

Who must register?

  • All immigrants over the age of 14 who have been in the U.S. for more than 30 days. 
  • Parents or guardians must register minors under 14 if they remain in the U.S. for more than 30 days.
  • Canadian citizens entering the U.S. for business purposes for more than 30 days (if they do not have Form I-94).

Who does NOT need to register?

  • Individuals with visas who were already registered and fingerprinted when they obtained their visa.
  • Holders of A and G visas.
  • People staying in the U.S. for less than 30 days.
  • Lawful permanent residents who were outside the country when they turned 14 (they must register within 30 days of returning).

What happens if I don’t register?

If someone fails to register, they could face a fine of up to $5,000, or up to 6 months in jail, or both.

What if I don’t carry proof of registration with me?

Individuals over the age of 18 must always carry a document that proves their registration. If they don’t, they could face a fine of up to $5,000 or up to 30 days in jail.

How do I register?

Registration can be done online through a form called G-325R on the USCIS website. Once registered, individuals will receive an appointment to have their fingerprints taken at an immigration office.

For now, this process is free, but the government may start charging $30 in the future.

What documents count as proof of registration?

  • Form I-94 (for nonimmigrants and individuals on parole in the U.S.)
  • Permanent Resident Card (Green Card)
  • Employment Authorization Document (EAD)
  • Other immigration forms

What if I change my address?

If a person moves, they must notify DHS within 10 days. Failing to do so may result in a fine of up to $5,000 or 30 days in jail.
